 ON CHANGES TO THE BOUNDARY OF
      VANDENBERG TEST RANGE
  
 The Parties, referring to paragraph 19 of Annex J to the Memorandum of Understanding 
    on the Establishment of the Data Base Relating to the Treaty Between the United 
    States of America and the Union of Soviet Socialist Republics on the Reduction 
    and Limitation of Strategic Offensive Arms of July 31, 1991, hereinafter referred 
    to as the Treaty, taking into account the information with respect to the 
    Vandenberg Test Range provided in Annex A to this Joint Statement, agree on 
    the following:
    
    (1) Area 4 of the test range shall be excluded from within the boundaries 
    of the test range, and the site diagram of Area 4 of the test range dated 
    January 1, 1994, shall be used only for the inspections provided for in paragraph 
    4 of this Joint Statement. Area 13 of the test range and the existing site 
    diagram of Area 13 of the test range dated January 1, 1994 shall be redesignated 
    as Area 4 of the test range and the site diagram of Area 4 of the test range, 
    respectively. 
    
    (2) Area 12 of the test range shall be excluded from within the boundaries 
    of the test range, and the site diagram of Area 12 of the test range dated 
    January 1, 1994, shall be used only for the inspections provided for in paragraph 
    4 of this Joint Statement. Area 14 of the test range and the existing site 
    diagram of Area 14 of the test range dated January 1, 1994 shall be redesignated 
    as Area 12 of the test range and the site diagram of Area 12 of the test range, 
    respectively.
    
    (3) The new boundary of the Vandenberg Test Range shall be the boundaries 
    shown on the site diagrams of the test range dated March 1, 1996, Area 4 of 
    the test range dated March 1, 1996, Area 8 of the test range dated March 1, 
    1996, and Area 12 of the test range dated March 1, 1996, which are attached 
    as Annex B to this Joint Statement, and the boundaries shown on the site diagrams 
    of Area 1, Area 2, and Area 3, Area 5, Area 6, Area 7, Area 9, Area 10, and 
    Area 11of the test range, which are unchanged.1
    
    (4) The portions of the Vandenberg Test Range to be excluded, pursuant to 
    this Joint Statement, from within the boundaries shown on the existing site 
    diagrams of the test range dated January 1, 1994, Area 4 of the test range 
    dated January 1, 1994, Area 8 of the test range dated January 1, 1994, and 
    Area 12 of the test range dated January 1, 1994, shall be subject to inspection 
    using the procedures of Section XII of the Protocol on Inspections and Continuous 
    Monitoring Activities Relating to the Treaty, hereinafter referred to as the 
    Inspection Protocol. Any such inspection shall be conducted within 60 days 
    after the date this change of boundary becomes effective. Such portions shall 
    also be subject to inspection using the procedures of Section XIII of the 
    Inspection Protocol beginning after an inspection has been conducted using 
    the procedures of Section XII of the Inspection Protocol or, if such an inspection 
    was not conducted, beginning 60 days this change of boundary becomes effective. 
  
 (5) The changes to the boundary of the Vandenberg Test Range shall become 
    effective on the date specified in the notification provided by United States 
    of America in accordance with paragraph 19 of Section I of the Protocol on 
    Notifications Relating to the Treaty, or the date such notification is provided 
    by the United States of America, or the date of entry into force of this Joint 
    Statement, whichever is latest.
