 ON CHANGES TO THE BOUNDARY OF
      F.E. WARREN ICBM BASE FOR SILO LAUNCHERS OF ICBMS
  
 The Parties, referring to paragraph 20 of Annex J to the Memorandum of Understanding 
    on the Establishment of the Data Base Relating to the Treaty Between the United 
    States of America and the Union of Soviet Socialist Republics on the Reduction 
    and Limitation of Strategic Offensive Arms of July 31, 1991, hereinafter referred 
    to as the Treaty, taking into the account the information with respect to 
    the F.E. Warren ICBM Base for Silo Launchers of ICBMs provided in Annex A 
    to this Joint Statement, agree on the following:
    
    (1) Area 4 of the maintenance facility shall be excluded from within the boundaries 
    of the maintenance facility of the base, and the site diagram of Area 4 of 
    the maintenance facility dated May 17, 1995, shall be canceled. Area 5 of 
    the maintenance facility and the existing site diagram of Area 5 of the maintenance 
    facility dated December 4, 1994 shall be redesignated as Area 4 of the maintenance 
    facility and the site diagram of Area 4 of the maintenance facility, respectively. 
    
    
    (2) The new boundary of the F.E. Warren ICBM Base for Silo Launchers of ICBMs 
    shall be the boundaries shown on the site diagrams of the maintenance facility 
    dated March 1, 1996, Area 4 of the maintenance facility dated March 1, 1996, 
    which are attached as Annex B to this Joint Statement, and the boundaries 
    shown on the site diagrams of Area 1, Area 2, and Area 3 of the maintenance 
    facility, which are unchanged.1
    
    (3) The portions of the F.E. Warren ICBM Base for Silo Launchers of ICBMs 
    to be excluded, pursuant to this Joint Statement, from within the boundaries 
    shown on the site diagrams of the maintenance facility of the base dated December 
    4, 1994, and Area 4 of the maintenance facility dated May 17, 1995, shall 
    not be subject to inspection unless such portions are included within the 
    boundary of any inspection site.
    
    (4) The changes to the boundary of the F.E. Warren ICBM Base for Silo Launchers 
    of ICBMs shall become effective on the date specified in the notification 
    provided by United States of America in accordance with paragraph 19 of Section 
    I of the Protocol on Notifications Relating to the Treaty, or the date such 
    notification is provided by the United States of America, or the date of entry 
    into force of this Joint Statement, whichever is latest.
